The NYC Taxi and Limousine Commission (TLC) currently has no authority to limit the number of licenses it issues to the for-hire-vehicle (FHV) industry. However, under the MoveNY Fair Plan, the TLC will collect GPS-based data from all FHVs to regulate the surcharge (MoveNY Fair Plan, p. 26). Are you concerned that this multi-employment syndrome will result in the under- or over- regulation of FHV drivers?
